The Anti-Money Laundering Intelligence Office (AMLIO), the United Nations Office on Drugs and Crime (UNODC) and ILSTA held two days of working sessions and consultations in Vientiane to advance the development of Lao PDR’s National Confiscation and Asset Recovery Strategy.

ILSTA paid a courtesy visit to H.E. Vathana Dalaloy, Deputy Governor of the Bank of the Lao PDR (BOL), to discuss the practical steps needed to implement Lao PDR’s Joint Group Action Plan and support the country’s removal from the FATF grey list.

Understanding the role and proper use of evidence is essential to ensuring fair and effective criminal justice. The lecture on evidence under Lao criminal law provided participants with an overview of the principles, procedures, and safeguards that guide the collection, assessment, and use of evidence in criminal proceedings. Participants gained a clearer understanding of the importance of reliable evidence and proper documentation in establishing facts, protecting rights, and supporting sound judicial decisions.

The ASEAN Prosecutors/Attorneys General Meeting (APAGM) brings together the prosecution services of all ASEAN Member States against transnational crime. It grew out of a 2023 consultation in Bang Saen Thailand hosted by the Office of the Attorney General of Thailand and the Bang Saen Initiative. With the Sanur Bali Declaration, APAGM has been a formal ASEAN body under Annex 1 of the ASEAN Charter since 2025.

A two-day workshop opened in Vientiane on 24 September 2026, bringing together prosecutors, police, customs and court officials. ILSTA experts contributed to sessions on financial investigation, asset tracing and techniques for seizure and confiscation.

On 21 September 2026, ILSTA joined the Royal Thai Embassy in Vientiane and UNODC to convene a seminar at Crowne Plaza Vientiane on the financial systems supporting scam networks.

The Office of the Supreme People’s Prosecutor opened a basic criminal investigation course in Vang Vieng on 29 June 2026. Supported by ILSTA and funded by Luxembourg Aid & Development, the course was scheduled through 10 July 2026.

ILSTA provides technical assistance to Lao authorities in completing the Financial Action Task Force (FATF) Post-Observation Period Report (POPR).

ILSTA Luxembourg is supporting Lao authorities in meeting FATF requirements, including assistance with the Post-Observation Period Report (POPR). ILSTA met with the Vice Governor of the Bank of Lao PDR, who is also a member of the National AML/CFT Committee.

ILSTA’s public-awareness post introduces the concept of money laundering and its different forms for Lao-language audiences.

ILSTA has released a comprehensive guide for "Designated Non-Financial Businesses and Professions" (DNFBPs) in Lao PDR, detailing the application of Financial Action Task Force (FATF) Anti-Money Laundering(AML) and Counter Financing of Terrorism (CFT) standards. The FATF is the global body that sets AML/CFT standards. The guide outlines DNFBP's obligations under Laos PDR AML/CFT laws that require DNFPBs' to effectively implement Customer Due Diligence (CDD), Know Your Customers (KYC) processes, and, the reporting of suspicious financial transactions to the Anti-Money Laundering Intelligence Office (AMLIO). DNFBPs financial sectors include casinos, real estate agents, precious metals and stones dealers, legal professionals, and accountants. The guide emphasizes the necessity for DNFBPs to be regulated, monitored, and compliant with FATF's preventive measures, such as risk mitigation, CDD, record keeping, and suspicious transaction reporting in order for Laos PDR to comply with the FATF requirements.

Today is World Day Against Trafficking in Persons

ILSTA is proud to announce the launch of the Rapid Reference Guide (RRG) for Wildlife Crime Investigators and Prosecutors in Lao PDR.

Trafficking in persons is a phenomenon that affects every country across the globe and often requires the cooperation of States. In Lao PDR, a number of foreign victims are exploited by criminal groups while Lao nationals are held as victims abroad.

In a significant move against wildlife crime, the Environmental Police in Laos have rescued 16 Asiatic black bear cubs from the clutches of a wildlife trafficker in Vientiane. These cubs were destined for a grim fate, likely to spend their lives in illegal bear bile farms, subjected to the extraction of bile for traditional Asian medicine.

ILSTA took part in an equipment handover to the Anti-Money Laundering Intelligence Office on 9 February 2024. AMLIO’s activity record links the support to addressing AML/CFT deficiencies and national risk-assessment work.

ILSTA supported the Ministry of Defense to heighten awareness of Anti Money Laundering and Counter Financing of Terrorism (AML/CFT) on National Army Day. This initiative focuses on disseminating material, underlining again that AML/CFT compliance extends beyond the banking sector to address all potential risks cross border and nationwide.

Today is the Nelson Mandela International Day, which commemorates the man who stood up for the right to dignity and equality for all. Nelson Mandela successfully led the resistance to the policy of apartheid in South Africa. He was unjustly imprisoned for 27 years in the course of his struggle for democracy and the promotion of a culture of peace.

ILSTA and Wildlife Conservation Society (WCS) met to discuss action plans supporting the Lao government in combating illegal wildlife trafficking.

Tomorrow, 1 June, is Arbor Day - a day to plant trees for a sustainable future. Lao PDR is a country of lush forests, which provides resources to people and homes to wildlife. Trees consume carbon dioxide and emit oxygen and thus are essential in curbing the effects of global warming.

ILSTA had the honor of receiving the Certificate of Excellence from the State Inspection Authority (SIA) of the Lao PDR for its longstanding contribution to Laos' anti-corruption efforts. Upon awarding this certificate, the Director General of the SIA expressed his appreciation for ILSTA's technical assistance and his hope that the cooperation will continue to expand.

ILSTA recently had a courtesy call with the newly appointed Vice President of the People's Supreme Court of the Lao PDR. This meeting served as an opportunity to evaluate the achievements and support provided by ILSTA over the past 8 years, as well as to discuss future areas of joint cooperation.

The Office of the Supreme People's Prosecutor recently completed the third and final consultation meeting in Pakse, in partnership with ILSTA, as part of a nationwide evaluation of the implementation of laws under the People's Prosecutor's Office. During the meeting, officials from the southern provinces shared the challenges they faced in implementing these laws in their jurisdictions and provided suggestions to improve their dissemination and enforcement. Previous identical events were held in Luang Prabang and Vang Vieng, making this a national evaluation that will be presented to the National Assembly.

Yesterday, the delegation of the Office of the Attorney General of Thailand visited the ILSTA office. Upcoming activities and future joint cooperation were discussed.

On October 19th, ILSTA held an open lecture on Environmental Crime attended by students and lecturers from the Faculty of Law and Political Science, National University of Laos, and invited legal practitioners.

ILSTA had a meeting with Deputy Prosecutor General to discuss the upcoming National Conference on Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT). The conference will be hosted by Office of the Supreme People’s Prosecutor supported by ILSTA with the support of Government of Luxembourg

Yesterday, ILSTA, LuxDev and representatives of the Public Prosecutor, Supreme Court, Public Security, and State Inspection Authority met to elaborate elements of the Theory of Action for the LAO/037 rule of law, access to justice and good governance project (ROLAG), under the Luxembourg Laos ICP V 2023- 2027.

A high-level delegation from the Ministry of Justice of Japan and JICA met with ILSTA to share information and coordinate on respective programmes supporting the development of the legal sector in Laos.

On the 8th of December ILSTA met with the Office of the Supreme People's Prosecutor to discuss AML/CFT. With the support of the Governments of Luxembourg and Canada ILSTA has been providing technical assistance and support to the Lao authorities for AML/CFT compliance.

The Lao Customs Department and ILSTA jointly organized a training course in criminal investigation held in Vientiane province 21st November- 1st December 2022. The course was opened by Somphin Inthavong, Deputy Director of Training, Lao Customs Department and Richard Philippart, President of the Institute for Legal Support and Technical Assistance (ILSTA)

ILSTA and the Asian Law Students Association (ALSA) Laos organized the 5th University Challenge Quiz at the National University of Laos on Nov 5th. Thirty teams of students from 13 different faculties tested their English language and general knowledge skills as they progressed through 4 rounds of questions.

On October 26th, ILSTA held a lecture on Wildlife Crime attended by over 150 participants from the Faculty of Law and Political Science, National University of Laos, as well as online participants from the Faculty of Law and Administration (FLA) Champasak, National Institute of Justice (NIJ) Champasak, Savannakhet and Luang Prabang, and legal practitioners from central agencies.

Government representatives from 4 northern provinces discussed amendments to the State Audit Law in a workshop chaired by the Lao State Audit Organisation and ILSTA in Oudomxay Province on August 17-19, 2022.

Promoting a culture of lawfulness starts with strengthening our own ethical values. Twenty-eight students from the National University of Laos completed this first Ethics and Integrity Summer School from 15 – 26 August 2022 at ILSTA’s training facility in Vientiane.

On 09-12 August 2022, the Office of Supreme People’s Prosecutor of Lao PDR (OSPP) and ILSTA are running a workshop on Anti-Corruption, Anti-Money Laundering, and Counter Financing of Terrorism (AML/CFT) with the People’s Prosecutors of 5 Northern Provinces in cooperation with the State Inspection and Anti-Corruption Authority (SIAA). The 115 trainees included inspection officers from the People’s Prosecutor, Military Prosecutors, State Inspection Organisation, and the provincial police of the northern provinces of Phongsaly, Bokeo, Luang Namtha, Oudomxay, and Luang Prabang. The workshop was chaired by Ms Phonethip Savaly, Director General of Inspection Department, OSPP, and Mr John Connolly, Director of ILSTA.

On August 03-04, 2022, the Law Committee of the National Assembly, the People’s Supreme Court of Lao PDR and ILSTA held a Workshop on the Amendment of the Law on the People’s Court. Participants from a wide range of government agencies discussed the proposed amendments. Mr. Chalern Yiapaoher, Vice President and President of the Law Committee of the National Assembly chaired the meeting, together with Mr. Bounkhouang Thavisak, Vice President of the People’s Supreme Court, and Mr. John Connolly, Director of ILSTA.

The Lao Customs Department, Ministry of Finance, and ILSTA are running a two-week Criminal Investigation Course for Lao Customs Officers at Champasak Grand Hotel, Pakse Prefecture, Champasak Province, Lao PDR, from the 1st – 12th of August 2022. The training course covers theory and practice of criminal investigation skills such as case management, operational planning, surveillance, and crime scene investigation. Simulated scenarios help participants improve their critical thinking and decision-making skills, while comprehensive modules help them learn and apply Lao criminal procedure law. In total, 28 participants from both the Customs Department and Lao Securities Commission took part in the training. The training was officially opened by Mr Saymanolin Sinbandith, Deputy Director of Lao Customs Department of Lao PDR, and Mr John Connolly, Director of ILSTA.

On the 26th-28th July 2022, the State Inspection and Anti-Corruption Authority and ILSTA held a workshop on Anti-Corruption and International Best Practice for Inspection Officials for 80 government inspection officials from Luang Namtha and Bokeo Provinces. The three-day workshop presented the international legal framework against corruption, UNCAC, to which Lao PDR became a party to in 2009, and the Lao national legal framework against corruption, consisting of the 2014 Law on Anti-Corruption and the Lao Penal Code 2017. Participants took part in a case study and exchanged experiences on challenges faced by inspection officials. The workshop was chaired by Dr. Boualapha Bavongphet, Vice President of State Inspection and Anti-Corruption Authority, Mr. Sivilay Phankeo, President of the State Inspection Authority of Luang Namtha province, and Mr. John Connolly, Director of ILSTA.

The Inspection Department of the Ministry of Public Works and Transport and ILSTA cooperate in disseminating legislation and awareness material on anti-corruption to government agencies in Vientiane Capital.

The Office of Supreme People’s Prosecutors and ILSTA held a workshop on Building Prosecutor’s Capacity in Wildlife Crime Prevention and Prosecution on July 11-15, 2022, at Amari Hotel, Vang Vieng District, Vientiane Province. The 20 prosecutors from the central provinces of Laos were led through the theoretical and practical curriculum, using case studies of wildlife crime from national and international contexts, types of offences and perpetrators, CITES regulations, Lao wildlife crime-related laws, prosecution and investigation of wildlife crime, and the basic technical approaches to identify real or fake ivory and rhino horn.

The Office of Supreme People’s Prosecutor (OSPP) of Lao PDR and ILSTA organised a workshop on Strengthening Techniques on Monitoring and Inspecting of Case Proceedings and Making Statements in Court Hearings for Prosecutors of 6 central Provinces: Vientiane Captial, Xieng Khuang, Xaysomboune, Vientiane Province, Khammouane and Bolikhamxay, July 13-15, 2022, in Paksan District, Bolikhamxay. Mr. Bounthan Bounthavilay, Deputy Prosecutor General of the OSPP, and Mr. John Connolly, Director of ILSTA chaired the workshop. More than 70 prosecutors took part in the training which featured presentations by ILSTA expert, Mr. Jacques Du Preez, on making opening statements in court hearings, as well as presentations from the Supreme Procuracy of Vietnam.

On July 4–5, 2022, at the Muong Thanh Hotel in Vientiane, the Anti-Money Laundering Intelligence Office (AMLIO) of Lao PDR and the Institute for Legal Support and Technical Assistance (ILSTA) held a workshop on AML/CFT for Reporting Entities, including banks and non-bank financial organizations like insurance firms and casinos. The FATF 40 Recommendations and the most recent National Coordination Committee (NCC) Decision on AML/CFT Measures for Reporting Entities were both distributed during the workshop. A thorough Q&A session was conducted after Mr. Mike Brocklehurst, an ILSTA specialist, gave a presentation on the Know-Your-Customer and due diligence duties of reporting businesses. This event, which focused on the crucial duties of reporting entities in the fight against money laundering and organized crime, attracted more than 80 attendees.

The People’s Supreme Court (PSC) held a workshop on the Dissemination of the Presidential Decree on Administrative Proceedings for Local Government Authorities on the 23rd-24th of June 2022, at Muong Thanh Hotel. The workshop was co-chaired by Mr. Bounkhuang Thavisak, Vice President of the People’s Supreme Court, and Mr. Richard Philippart, President and Director General of the Institute for Legal Support and Technical Assistance (ILSTA). The workshop builds an in-depth understanding of administrative proceedings such as roles, rights and duties, and procedures in administrative cases.

The Office of the Supreme People’s Prosecutor and ILSTA held a workshop on strengthening capacity for the National Pardon’s Secretariat at central and local levels on June 15 – 17, 2022 at the International Cooperation Training Centre (ICTC). The workshop aimed at leveraging the technical capacity and exchanging lessons learnt on Pardon at the national, central and local levels. The participants included the Ministry of Defence, the Ministry of Public Security, and the People’s Prosecutors from Xaysomboune, Xiengkhouang, Huaphan, Bolikhamxai, Khammouan, Savannakhet, and Vientiane provinces.

The Institute for Legal Support and Technical Assistance (ILSTA) and the Office of the Supreme People’s Prosecutor (OSPP), in partnership with the State Audit Organization, conducted a Workshop on Strengthening Capacity in Inspection, Anti-Corruption, and AML/CFT for the Prosecutors of Southern Provinces, namely Attapue, Xekong, Salavan, Savannakhet, and Champasak provinces. This event was co-chaired by Mrs. Phonethip Savaly, Director General of the Inspection Department of OSPP, and Mr. Jonh Connolly, Director of ILSTA. This workshop was also attended by experts and officers from ILSTA, the Department of Suppression and Inspection of Corruption, State Audit Organization (SAO) as well as technical officers from OSPP, SAO of Champasak province, the Office of the Appellate People’s Prosecutor of the Southern Region, the Office of the Appellate Military Prosecutor of the Southern Region, and the Office of the People’s Prosecutors of Savannakhet, Salavan, Champasak, and Attapeu Provinces, with 75 participants in total.

On the 23rd-27th of May 2022 in Pakse City, Champasak province, The Institute for Legal Support and Technical Assistance, in cooperation with the Office of the Supreme People’s Prosecutor, conducted a workshop on the rule of law, administrative law, and general inspection of the office of the people’s prosecutors. The event was co-chaired by Mr. Keolattana Syhavong, Vice President of the People’s Assembly of Champasak Province, and Mr. John Connolly, Director of ILSTA. This workshop was also attended by the director-general of departments from the Office of the Supreme People’s Prosecutor, Office of Military Prosecutor, Head of Division, and officers from southern provinces, namely Champasak, Attapue, Xekong, and Salavan provinces, with 187 participants in total.

The Office of the Supreme People’s Prosecutor, the Ministry of Public Security and ILSTA cooperated in running a two-week Criminal Investigation Course for Lao prosecutors and police in Luang Prabang, Lao PDR, from May 16th – 27th. The training course covers a range of criminal investigation skills including case management, operational planning, surveillance, and crime scene investigation, covering theory and practice. Simulated scenarios develop participants’ critical thinking and decision-making skills, while the comprehensive modules build on their knowledge and application of Lao criminal procedure law with 30 participants in total from public law enforcement agencies successfully completed the course. Additional specialised training modules in specific areas such as drugs and wildlife are foreseen for specialised officers.

On 5th – 6th of May ILSTA with the Ministry of Justice conducted legal awareness campaigns in Provincial and District Justice Offices in Vientiane province, meeting with local Justice Office representatives and disseminating Lao legislation, ILSTA training and legal awareness materials to the Justice Offices. ILSTA was delighted to cooperate with JICA Legal Project in Laos in disseminating the Lao Civil Codes and JICA materials.

ILSTA met the Anti-Money Laundering Intelligence Office on training in AML/CFT on Wednesday 23 February. AMLIO coordinates Laos’ efforts to prevent money laundering and the financing of terrorism in the country. ILSTA has been supporting AMLIO with training and awareness material over the past five years and received an award in recognition for its work from the National Coordination Committee.

Lao Customs Department of the Ministry of Finance and ILSTA cooperated in delivering the first two-week Criminal Investigation Course for Customs Officers in Luang Prabang, Lao PDR on 24 January – 4 February 2022.

ILSTA participated in the Administration Law drafting and consultation meeting for Vientiane Province chaired by the Vice Minister of Home Affairs, Mr Nisith Keopanya. Since 2016, ILSTA and Luxembourg have been supporting the set up of an administrative jurisdiction and administrative legislation in Lao PDR with expertise from Luxembourg.

ILSTA and the Office of the Supreme People’s Prosecutor of Lao PDR took part in a South East Asia Justice (SEAJust) Network meeting on 17 November 2021. SEAJust was set up in 2020 with support from UNODC to facilitate international cooperation in criminal matters in the Southeast Asia region bringing together now the Central Authorities from Brunei Darussalam, Cambodia, Lao PDR, Myanmar, Singapore, Thailand, Timor Leste, Vietnam, Philippines, Malaysia, Australia and the Maldives.

ILSTA Supports Online Learning During Country Lockdown through E-Lecture Series and Post-Knowledge Quiz on Legal Topics for Lao Government Officials and Students From 8 September to December 2021.

On 20th October 2021, ILSTA’s President Mr Richard Philippart met with Vice Minister of Justice, Mr Ketsana Phommachanh, along with the Head of Cabinet and the Head of the ASEAN Department to discuss preparations for the ASEAN Senior Law Officials Meetings (ALSOM) and the ASEAN Law Minister’s Meetings (ALAWMM), which took place from 25th – 27th October in Malaysia via video conference.

Anouparb Vongnorkeo, Ambassador and Permanent Representative of Lao PDR to the United Nations was successfully conducted by the Lao Students’ Council in Canada (LSCC) and IR Students’ Group.

ILSTA’s President Mr Richard Philippart met today with the Prosecutor General of Lao PDR, H.E. Mr Xaysana Khotphouthone, to discuss support and cooperation in capacity building activities and in international legal cooperation. Mr Xaysana thanked ILSTA for its ongoing support, particularly in assisting OSPP in its new role as Laos' Central Authority for Mutual Legal Assistance in Criminal Matters and in strengthening legal cooperation in the region through its membership of the SEAJust Network. Both sides also looked forward to continued close cooperation over the coming year. ILSTA was presented with a Certificate of Excellence in recognition of its role in supporting OSPP in Lao PDR.

Since another lockdown has now officially begun, ILSTA hopes that everyone stays at home safely and strictly complies with all the preventive measures imposed to control and combat the spread of COVID-19 together.

Every year on the 18th of July we celebrate the "Nelson Mandela International Day" in recognition of the contributions made by Nelson Mandela, the former South African President, to the culture of peace and freedom.

An online open-lecture on “International Refugee Law” was hosted on Zoom yesterday by Ms Thipphaphone Siphandon, ILSTA Programme Officer. More than 120 participants attended the lecture. ILSTA is delighted to receive positive feedback from all participants, including students and teachers from the Faculty of Law and Political Science at the National University of Laos . The lecturer provided an overview of international refugee law and allowed participants to discuss refugee rights through lively group work on a case study and Q&A session. ILSTA would like to thank all participants who contributed to our online lecture. We will continue to promote online learning and inclusivity in legal education in Laos.

ILSTA conducted an activity to promote human rights! In the light of the appointment of the new People’s Prosecutor General of the Lao PDR, the Institute for Legal Support and Technical Assistance did a courtesy visit to the Office of the Supreme People’s Prosecutor. The President of ILSTA, Mr Richard Philippart met with His Excellency Prosecutor General of the Lao PDR, Mr Xaysana Khotphouthone. The discussions were focused on ILSTA’s cooperation with OSPP since 2016, since when we have organised over 120 workshops. Some of the milestones of our cooperation have been the technical support that ILSTA provided in the drafting of the law on MLA, which culminated in the adoption of the law last year. ILSTA has provided support in enhancing OSPP’s International cooperation and in particular, within ASEAN Prosecutor’s Network. The success of ILSTA’s English for Law programme has been highlighted as well, as over 1000 civil servants have benefited from free English courses over the last years. Finally, the future ICP for 2021 – 2025 has been discussed and both parties agreed to continue the fruitful cooperation.

The Institute for Legal Support and Technical Assistance visited the library of the Supreme People’s Court Research and Training Institute on April 6th. The President of ILSTA, Mr Richard Philippart, met with the Head of the Research and Training Institute of PSC, Mr Anisak Vangvichit to discuss future cooperation to promote the standards for an excellent court and the training on library management and development.

An online open-lecture on “Financing of Terrorism” conducted by ILSTA programme officers, Mr Keith Farquharson and Ms Thippaphone Siphandon was well received by more than 100 participants yesterday. We would like to give our special thank to the Faculty of Law and Political Science, National University of Laos , all the students and professors who joined us today. Following the workshop on anti-corruption, money laundering and financing of terrorism, ILSTA organised an Anti-Corruption Campaign last Wednesday for inspectors from the National University of Laos.

The workshop on anti-corruption, money laundering and financing of terrorism for inspection officers of the National University of Laos was held by ILSTA and the Inspection Office of NUoL at ILSTA’s training room this week, chaired by the Vice President of NUoL, Assoc. Prof. Phosy Thipdavanh and ILSTA President, Mr Richard Philippart. More than 20 officers from the Inspection Office of NUoL, SIAA and AMLIO gathered to strengthen their understanding and capacities to inspect and investigate corruption, money laundering, and financing of terrorism. ILSTA Director, Mr John Connolly and ILSTA Programme Officers, Ms Alina Timus and Mr Keith Farquharson conducted a series of sessions on financial investigation, corruption types and money laundering, which were followed by interactive Q&A sessions. In addition to the ILSTA team’s sessions, the representatives from AMLIO, SIAA and Inspection Office of NUoL led a discussion on roles and duties of anti-corruption authority, alongside an introduction of procedures of corruption, money-laundering and terrorist-financing investigation in Laos.

In cooperation with SIA, ILSTA organised an anti-corruption campaign at Sikhoth Secondary School on March 19th. The event was chaired by Mr Thepphathai Phanka, the Vice Head of the Anti-Corruption Department of SIA, Mr Bounchan Sisouk, the Director of Sikhoth Secondary School and Ms Alina Timus, ILSTA Programme Officer. 205 students and teachers attended lectures on anti-corruption and the role of SIA, given by Ms Alina Timus and a representative from SIA. ILSTA team played an animated video on forms of corruption and introduced attendees to ILSTA’s online platform for legal education through video series on legal topics and corruption. Mr Bounchan Sisouk, Director of Sikhoth Secondary School, received anti-corruption posters from ILSTA. The event was followed by an interactive Q&A session. Books and studying materials were given to attendees who participated in the session.

The ILSTA English for Law Programme is teaching English to Lao government officials from 19 institutions from the legal sector in Vientiane. Participants study 6 hours per week in class while continuing their professional careers. The programme is conducted in class as well as online! ILSTA English for Law is also taking place in Pakse and soon will be available in Luang Prabang.

ILSTA organized the legal awareness campaign on anti-corruption in cooperation with the SIA and representatives of the Ministry of Public Works and Transport. Through the legal awareness campaign, 120 participants attended a series of presentations from SIA and ILSTA’s experts regarding anti-corruption, inspection works of SIA at central and grassroots levels. ILSTA provided posters and a video on anti-corruption matters to SIA and MPWT to support the work in fighting against corruption. At the end of the event, ILSTA was awarded a certificate of appreciation from MPWT as an expression of thankfulness for supporting Anti-Corruption materials to the ministry.

The 14th UN Congress on Crime Prevention and Criminal Justice, scheduled for 2020, but postponed to 2021 due to the global Corona-virus pandemic, is held from 7 to 12 March 2021 in Kyoto, Japan with the theme of “Advancing crime prevention, criminal justice and the rule of law: towards the achievement of the 2030 Agenda”. The United Nations Congress on Crime Prevention and Criminal Justice is the world’s largest and most diverse network of policy-makers, practitioners, academia, intergovernmental organizations and civil society in the field of crime prevention and criminal justice, having a global scope of sharing experiences and finding joint solutions, and ILSTA attaches great importance to these particular matters. ILSTA has provided support and technical assistance to the participation of the Lao Delegation at the 14th Kyoto Congress as part of its journey towards a rule of law state. The Lao Delegation to the Kyoto Congress is presided by His Excellency, the Minister of Justice, Mr Xaysi Santivong. In collaboration with the Office of the Supreme People’s Prosecutor of the Lao PDR, the Institute for Legal Support and Technical Assistance is organising a workshop on anti-corruption in Vang Vieng for prosecutors throughout the central part of Laos. The workshop invited more than 65 prosecutors from the Office of the Appellate People’s Prosecutor of the Central Region, Military Prosecutor, and Provincial Prosecutor from 6 central provinces, namely Khammouan, Bolikhamxay, Xieng Khouang, Saysomboun, Vientiane province and Vientiane capital. ILSTA Director and Programme Officer, Mr John Connolly and Mr Keith Farquharson led several lectures on corruption, money laundering and financial investigation. The lectures on the first day of the workshop were followed by a lively discussion and Q&A session between the participants and specialists from ILSTA.

450 students and lecturers attended an anti-corruption campaign, organised by ILSTA, in cooperation with SIA and the University of Health Science. Mr Thebphathai Phanka, Deputy Director General of SIA, updated the audience on the activities in countering corruption made by SIA over the past year in the field of education. Mr John Connolly presented on the Lao and International legislation on countering corruption. The lectures were followed by a lively Q&A session. ILSTA anti-corruption posters were officially handed over by Mr Xaykham Ounmixay, Vice President of SIA to the university.

Three hundred fifty students and teachers from Salakham Secondary School attended the anti-corruption campaign, organized by SIA and ILSTA last week. The event was chaired by Mr Xaykham Ounmixay, Vice President of the State Inspection and Anti-Corruption Authority, Mr Bounsom Soudthivong, Director of Salakham Secondary School and Ms Alina Timus, ILSTA Programme Officer. This campaign focuses on raising awareness of the educational institutions and Lao youth against every action and type of corruption. The attendees learned about Lao law on corruption, covering in article 354-369 in the Lao Penal Code and engaged in lectures with Q&A session, given by Mr Thepphathai Phanka, Vice Head of the Anti-Corruption Department of SIA and Ms Alina Timus, ILSTA Programme Officer. 44 posters on the topics of corruption were given to the school as a tool to help them continue this awareness-raising campaign within their institution and mobilize the institution to be free of corruption.

The campaign on anti-corruption with SIA was held last week at the National University of Laos. Three hundred lecturers and students at NUoL attended three lectures with Q&A session, delivered by Prof. Oudom Phonekhampheng, Vice President of the NUoL, Mr Xaykham Ounmixay, Vice President of SIA and Mr John Connolly, Director of ILSTA. ILSTA’s anti-corruption posters and the new banner featuring Mr Boun, a character in the anti-corruption video, were officially handed over to the Inspection Department of the NUoL.

The Institute for Legal Support and Technical Assistance held an anti-corruption campaign at ILSTA’s training room on 3 February. ILSTA’s specialists and team introduced the video series and online-lecture platform to all attendees, alongside the dissemination of anti-corruption materials. One hundred posters and six banners on corruption topics were distributed to 25 attendees, who are inspectors from the Ministry of Planning and Investment in Vientiane Capital, Bolikhamxay, Khammouane and Vientiane province. ILSTA will continue to support and promote the work of Lao PDR in the fight against corruption, along with our partners in the implementation and dissemination of information to all sectors.

On January 20-21, the training for assistant prosecutors on human trafficking and money laundering brought together 56 technical staffs from Vientiane Capital, Bolikhamxay and Vientiane province to prepare their readiness to become assistant prosecutors. The training was led by experts from the Institute for Legal Support and Technical Assistance (ILSTA), Mr Keith Farquharson and Ms Alina Timus. Theories on human trafficking and money laundering were introduced along with practical group activities based on case studies. Attendees conducted a mock interview with a victim of human trafficking from a simulation scenario. The rest of the training was followed by discussions on information exchange mechanisms, financial investigations and a mock trial video. The training was conducted in a lively manner, with participants eager to discuss and share knowledge in a Q&A session to assess what they had learned over the past two days. ILSTA wishes all participants good luck and success in their exams to become assistant prosecutors soon.

ILSTA team, led by ILSTA President, Mr Richard Philippart met with representatives from the Inspection Department of Ministry of Public Work and Transport to hand over 200 posters on forms of corruption and discussed the anti-corruption training, which will be held by the Inspection Department, MPWT at the end of this month. The disseminated posters will be further distributed to district and provincial government officials and inspectors who will attend the upcoming training.

The opening ceremony of the training for assistant prosecutors was held this morning, chaired by Mr Khamsan Suvoung, Prosecutor General of the Office of the Supreme People's Prosecutor of Lao PDR and Mr Richard Philippart, President of the Institute for Legal Support and Technical Assistance (ILSTA). The ceremony was organised at the Prosecutor Research and Training Institute and gathered more than 70 government officials who will soon pass the assistant prosecutor assessment. The training for assistant prosecutors will be 3 weeks from January 18th to February 5th, 2021.

The workshop on anti-corruption for inspectors from the State Inspection and Anti-Corruption Authority of Ministry of Planning and Investment was held on 2-3 February, at the ILSTA’s training room, in collaboration with the Institute for Legal Support and Technical Assistance, State Inspection and Anti-Corruption Authority and Ministry of Planning and Investment. The workshop brought together 25 inspectors from Vientiane Capital, Bolikhamxay, Khammouane and Vientiane province. Lectures and activities on types of corruption and financial investigations were presented by experts from ILSTA, Ms Alina Timus, Mr John Connolly and Mr Keith Farquharson, and the Vice Head of the Anti-Corruption Department of SIA, Mr Thepphathai Phanka. The lectures were followed by a lively Q&A session, which led to an interactive discussion.

Last week, ILSTA President, Mr Richard Philippart handed over the ILSTA’s designed anti-corruption banners to the State Inspection and Anti-Corruption Authority (SIA). The event is part of an anti-corruption awareness campaign to prepare for the dissemination of information and to celebrate the upcoming "International Anti-Corruption Day", December 9th.

Senior officials of the Anti-Corruption and Investigation Department and representatives of the Inspection Department of the Ministry of Public Works and Transport, together with the Vice Head of the Anti-Corruption Department of State Inspection and Anti-Corruption Authority (SIA) met with ILSTA’s President, Mr Richard Philippart, and Mr John Connolly, Director of ILSTA, to discuss on cooperation for an anti-corruption campaign. ILSTA is delighted to work with SIA in Lao PDR and disseminate 200 copies of anti-corruption posters and a short movie on four forms of corruption as a tool to support the fight against corruption of the Inspection Department, Ministry of Public Works and Transport. ILSTA will continue to foster a good friendship-relation, collaborate and support our counterparts and various units to achieve the anti-corruption goals in Lao PDR.

Institute for Legal Support and Technical Assistance, in cooperation with the People’s Supreme Court, organised a workshop on the amendment to the law on civil procedure and writing court decisions, chaired by Mr Bounkhouang Thavisack, Vice President of the Supreme People’s Court of Lao PDR, Mr Somphit Chinnichack, President of the People’s Appellate Court of the Southern Region and Mr John Connolly, Director of ILSTA. The workshop was organised in Pakse city and brought more than 75 judges from 9 central and southern provinces, including Vientiane Capital, Vientiane Province, Bolikhamxay, Khammouane, Savannakhet, Salavan, Sekong, Champasack and Attapeu province. The presentations on money laundering and the predicate offence, introduction to the financing of terrorism and writing court judgement were delivered by Mr Kieth Farquaharson, ILSTA Expert and Mr John Connolly, ILSTA Director. The presentations were followed by an interactive Q&A session which led to a lively discussion among the attendees and legal experts. The workshop focuses on establishing a consensus on the amendment to the law on the civil procedure, strengthening judges’ skills in writing court decisions and making the judgment expeditious, accurate, fair and uniform throughout the country.

ILSTA met with the National Institute of Justice of the Lao PDR, looking into cooperation throughout 2021 and in particular the implementation of a new English for Law course, open lectures and specialised training for NIJ lecturers.

To mark the International Anti-corruption Day, Lao State Inspection Authority gathered the most important stakeholders during a festivity in Vientiane. ILSTA supported in the dissemination of 350 posters on forms of corruption. Mr Richard Philippart, President of ILSTA, reiterated the continuous support of ILSTA of the Lao authorities on the fight against corruption and its importance for the national development.

The Institute for Legal Support and Technical Assistance, the Luxembourg Embassy in Laos, the Ministry of Justice, National University of Laos and Luxdev gathered yesterday for the 2020 Annual Meeting and the Project Steering Committee of Project Lao/031. The end-year review of Project LAO/031 observed on the successful implementation and innovations in creating better access to justice and strengthening legal education and training in Lao PDR before and during Covid-19. The achievement of the Project LAO/031 activities in 2020 indicates a high and growing number of beneficiaries and implemented activities by ILSTA and the project.

LSTA would like to congratulate Mr Sianpasert Phommaluesa, a prosecutor from Champasak province on winning the legal knowledge quiz at the regional conference, organised on 23-25 November in Pakse. The quiz is one of the key activities in legal knowledge assessment held at all regional conferences, co-organized by ILSTA and OSPP. The legal knowledge quiz includes a number of questions, focusing on topics related to organised crime and the theme covered at the conference.

The legal awareness campaign was carried alongside the third regional conference on combating organised crime in Pakse. Mr Richard Philippart, ILSTA President, handed over more than 2,500 copies of ILSTA design technical guides, posters and brochures on legal topics to government officials from 6 southern and central provinces, namely Savannakhet, Salavan, Sekong, Attapue, Champasak and Vientiane province. This campaign disseminated useful toolkits to more than 70 attendees of the regional conference and encouraged a number of awareness-raising campaigns of law enforcement officials, prosecutors and the representatives of the judiciary in their provinces.

The third follow-up regional conference on “Strengthening capacities on combating organised crime, focusing on money laundering, human trafficking, evidence in criminal proceedings and international cooperation in criminal matters” took place in Pakse city, Champasak province from 23 to 25 November.

More than 70 students and professors from the Faculty of Law and Political Science, National University of Laos participated in an open-lecture on money laundering, given by Mr Keith Farquharson, ILSTA expert. The lecture covered substantial information about the schemes of money laundering and was followed by an interactive Q&A session.

An open lecture on “Financial investigation” was given by Mr Keith Farquharson, ILSTA expert yesterday at Faculty of Law and Political Science National University of Laos. Mr Keith Farquharson gave an overview of financial investigation to more than 100 students and professors at the FLP. The lecture was well received by a large audience and was followed by a lively Q&A session, which led to an interactive discussion.

ILSTA cordially congratulates the Lao National Assembly for adopting the Law on International Judicial Cooperation in Criminal Matters, upon the 10th and last ordinary session of the 8th legislature. Mutual legal assistance is of extreme importance in fighting organized crime and enhancing inter-institutional cooperation with other countries. The adoption of the law is an important step forward in the context of the upcoming APG evaluation. The law on judicial cooperation will offer the necessary tools for national law enforcement agencies to liaise with foreign counterparts and work jointly on countering criminal activities across borders. ILSTA has been supporting the elaboration of the law and will continue to support and provide technical assistance to the national and regional actors, in criminal and civil matters, for an efficient implementation of the law.

The legal awareness campaign on combating organised crime was launched on 9th November in Pakse, Champasack province. Mr John Connolly, ILSTA Director, handed over more than 1,500 copies of ILSTA design technical guides, posters and brochures on legal topics to representatives from 9 central and southern provinces, attending at a workshop on “the amendment to the law on civil procedure and writing court decision.” ILSTA information dissemination campaign provides useful toolkits to all 75 attendees of the workshop in Pakse. It encourages and supports awareness-raising campaigns of judges in Vientiane capital, Bolikhamxay Khammouane, Savannakhet, Salavan, Sekong, Vientiane, Champasack and Attapeu province.

More than 100 students and professors from the Faculty of Law and Political Science, National University of Laos participated in an open-lecture on smuggling of migrants, given by Ms Alina Timus, Legal Expert from ILSTA. The lecture covered substantial information about the elements of the criminal offense of migrant smuggling. It was followed by an interactive Q&A session which led to a lively discussion among the attendees and lecturer.

Vientiane Times Newspaper reported on the 3rd regional conference on " combating transnational organized crime, with a focus on money laundering, human trafficking and evidence in criminal proceedings " organised on 23-25 November in Champasak province.

Earlier this week, Mr John Connolly, Director of ILSTA, gave an open lecture on organised crime at the Faculty of Law and Political Science, National University of Laos. The lecture covered an overview of organised crime. More than 70 students who attended the lecture also received technical booklets on legal topics from ILSTA. The students expressed a high interest in the topics through an interactive discussion and during the Q&A session.

More than 80 students at the Faculty of Law and Political Science participated in an open lecture on human trafficking, presented by Ms Alina Timus, expert of ILSTA. Essential information about the elements of human trafficking and ways to identify this organised crime was covered in this lecture. The presentation was followed by a lively question and answer session. The Open Lecture series was organized jointly by ILSTA and FLP, National University of Laos.

ILSTA carried out the information dissemination campaign on combating organized crime last week in Khammouane province. ILSTA team presented about online activities, mock trial videos and ILSTA’s E-Lecture on legal topics to government officials from 6 central provinces. High ranking public officials from 6 central provinces, namely the Offices of the Supreme People’s Prosecutor, People’s Courts, Ministry of Public Security and the Lao Bar Association, gathered in Thakhek, Khammouane province from 13 to 15 of October for the second regional conference of OSPP and ILSTA on “Combating transnational organized crime with a focus on money laundering, human trafficking and mutual legal assistance”.

The awareness raising campaign on combating organized crime and corruption was carried out at the People’s Supreme Court Research and Training Institute. This morning, ILSTA president, Mr. Richard Philippart handed over 770 copies of posters and technical guides on forms of corruption, human trafficking and types of crime, along with 70 Lao Penal Code to district court judges from across the country. This awareness raising campaign is an important support and encouragement for further information dissemination activities of many civil servants upon the return to their respective provinces and working environment.

A workshop on writing court decisions for district court judges was held on 28th September, this morning at the People’s Supreme Court Research and Training Institute, organized by the People’s Supreme Court of Lao PDR (PSC) and the Institute for Legal Support and Technical Assistance (ILSTA). The opening ceremony of the workshop was chaired by Mr. Bounkhouang Thavisack, Vice President of the People’s Supreme Court of Lao PDR, and Mr. Richard Philippart, President of ILSTA. The first day of this workshop gathered around 59 district court judges from across the country, the heads of departments, deputy heads of departments and heads of courts of the people’s supreme court. The purposes of this training are to strengthen judges’ skills in writing court decisions and to make the judgment expeditious, accurate, fair and uniform throughout the country.

The mid-year review of LuxDev Project LAO/031 looked back over the past 8 months of project activities. The Charge d’Affaires a.i. of the Embassy of Luxembourg in Lao PDR, Mr Sam Schreiner, noted the successful implementation and innovations made by ILSTA and project 031 in continuing to deliver project activities during COVID-19. The Government partners recognised this successful implementation and expressed their gratitude for continuing operations as good as possible during the COVID-19 pandemic.

Yesterday, Pasaxon newspaper reported on the awarding of Certificates of Excellence from the People's Supreme Court to ILSTA President, Mr Richard Philippart, and Director, Mr John Connolly as well as an expert from Luxembourg, Mr. Steve Helminger.

ILSTA President, Mr Richard Philippart, and Director, Mr John Connolly, were honoured to receive Certificates of Excellence from the President of the People’s Supreme Court, H.E. Mr Khampha Sengdara, in recognition of the support that ILSTA has been providing to the Supreme Court through trainings and technical support over the past five years. In particular, Mr Khampha noted the valuable expertise provided by ILSTA in setting up an Administrative Court system in Laos by bringing Luxembourg expert, Mr Steve Helminger, to Laos on two occasions to share his expertise on the subject. Mr Steve Helminger was unable to attend the ceremony due to Covid-19 travel restrictions. The meeting addressed future cooperation opportunities both nationally and in the region.

The Faculty of Law, Economics and Finance – Luxembourg keeps organising training on ” How to use the E-library ” established with its support. Through the EIFL network, online training sessions were provided in Thai language on 2nd – 3rd and 8th – 11th September with the kind assistance of librarians from Thammasat University. 12 lecturers attended a half virtual webinar led by Ms. Phimphakwan Thananopparit, Ms. Arocha Laorukwong and Ms. Chaninporn Suchokvirawong who were connected via Zoom from Thailand and Dr. Perrine from France. Lecturers were in the ICT room of the FLP helped by Ajarn Sangkhone Niyomkham and ILSTA staff. The e-library is an essential tool to strengthen access to knowledge and a concrete tool for teachers to prepare their classes and do research. More trainings are coming soon! ILSTA’s campaign on promoting integrity, independence and anti-corruption was carried out at the opening of the National training on case proceedings by single judges, organised by PSC and ILSTA.

The opening ceremony of the 2nd National training on ” Case Proceedings by Single Judge ” was launched yesterday by the People’s Supreme Court in Lao PDR (PSC) and the Institute for Legal Support and Technical Assistance (ILSTA). The training was co-chaired by Mr. Khampha Sengdara, President of the People’s Supreme Court in Lao PDR and Mr, Richard Philippart, President of ILSTA.

Institute for Legal Support and Technical Assistance (ILSTA), in cooperation with the State Inspection and Anti-Corruption Authority (SIAA) in Laos are launching an awareness raising campaign on Anti-Corruption. ILSTA supports this campaign in designing, creating and publishing posters and videos on Anti-Corruption. ILSTA is proud to be a counterpart of SIAA and Lao PDR in supporting and disseminating information to combat against corruption.

The 2nd term of ILSTA’s English for Law course is conducting online until August. In total, we have over 150 government officials from 15 different ministries taking part in our courses. The lesson is in progress on Zoom and will be running for 12 weeks by our teacher, Tracey Donehue.

On Wednesday, May 13th, ILSTA together with NUOL organised the Online Open Lecture on Money Laundering and the Predicate Offence, presented by Mr. Keith Farquharson and translated by Ms. Thipphapphone Siphandone, junior programme officer of ILSTA . Faculty of Law, Economics and Finance – Luxembourg continues to encourage Laotian legal research during the Covid-19. Pr. Stefan Braum and Dr. Perrine Simon hold their first Online Legal Research Workshop on Thursday, with 6 lecturers from Faculty of Law and Political Science National University of Laos , who are supported by the University of Luxembourg for their research. Despite the distance, they all had fruitful and stimulating exchanges about their law papers!

ILSTA is delighted to be part of the awareness raising campaign on anti-money laundering of financial institutions in Lao PDR. Our video on anti-money laundering and combating the financing of terrorism are publishing on websites of many banks in Laos, disseminating useful information to the public. To achieve our milestones in raising awareness on AML/CFT, we will continue to work hand in hand with AMLIO to help our community enhance understanding on AML schemes and contribute information to combat this financial crime.

ILSTA organised the virtual lecture on Smuggling of Migrants on Wednesday, April 29th at 10:00-11:00 AM. The online lecture was conducted by Ms Alina Timus, Programme Officer at ILSTA and translated in Lao language by Ms Thipphapphone Siphandone, Junior Programme Officer at ILSTA. The lecture was attended by students and lecturers from the Criminal Law Department of Faculty of Law and Political Science National University of Laos and accompanied by a question and answer session, the participants were very active and interested in the topic. We would like to also express our gratitude to the Faculty of Law and Political Science National University of Laos for their help in organising this lecture!

ILSTA hosted the first Online Open Lecture! We would like to cordially thank Faculty of Law and Political Science National University of Laos for the support and the help in organising this very first Online Open lecture!

ILSTA c onducted an online course on English for Law. This morning, our students were able to get back on track with their studies and had a fresh start on the first online lesson. The today’s online trial lesson was taught by Mr. David Wood, ILSTA’s English teacher. Despite the inconvenience and current situation due to Covid19, ILSTA is promoting online learning and aims to continue the English for Law courses online.

The University of Luxembourg has successfully signed an agreement with the organisation “EIFL” (Electronic Information for Libraries) to set-up an electronic library (E-library) for Faculty of Law and Political Science National University of Laos providing access to legal e-resources and train librarians in the use of these resources.

ILSTA and the Office of the Supreme People’s Prosecutor of Lao PDR (OSPP) congratulated 95 participants who recently graduated from the English for Law Programme. The English Course Award ceremony gathered all the participants, English teachers and representatives from ILSTA and OSPP. Certificates for completing the course were handed to public officials, coming from OSPP, Ministry of Justice, the People’s Supreme Court, Ministry Of Public Security, State Inspection Authority, Prime Minister’s Office, Ministry of Foreign Affairs, Ministry of Energy and Mines, Ministry of Agriculture and Forestry, Ministry of Post, Telecommunications and Communications, Lao Securities Commission Office, Bank of Laos, the National Assembly, Office of the President and Lao Bar Association.

ILSTA is putting our consistent gear in dissemination of information. Early this year, we supported printing of the Lao Penal Code and disseminated a number of its copies to our partner, the People’s Supreme Court. We were also delighted to support AMLIO in dissemination of the Lao Penal Codes and posters on Anti-Money Laundering and Countering Financing of Terrorism (AML & CFT).

In the framework of the Inter-University Cooperation project between Luxembourg and Laos, Faculty of Law and Political Science National University of Laos welcomed a delegation from Faculty of Law, Economics and Finance – Luxembourg on the 18th-20th of May for the 4th edition of the ‘Seminar on Legal Research and Methodology’. Pr. Stefan Braum, Dr. Perrine Simon and four PhD students – Florence d’Ath, Teresa Quintel, Roila Mavrouili and Natalia Vorobyeva, led three days of seminar.

During the National Conference, ILSTA is organising every year a Conference Quiz. The Quiz is composed of a range of legal questions focused on organised crime, types of crime and criminal law case studies.

With a focus on evidence in criminal proceeding, the 4th National Conference, organized by OSPP and ILSTA, featured a mock trial session, demonstrating a practical example and importance of evidence in criminal proceedings.

The 4th National Conference on Combating Organised Crime with a focus on Anti-Money Laundering, Mutual Legal Assistance and Evidence in Criminal Proceeding took place in Vientiane on 11th -13th February.

ILSTA and People’s Supreme Court jointly organised a Workshop on Single Judges Courts at the Institute of Research and Training of People’s Supreme Court. This workshop aims to build capacities among judges in the important transition to single-judge courts at the area court level.

Training on Prevention and Anti-Corruption was organised by ILSTA in cooperation with the State Inspection Authority on 15th-17th January in Houaphan Province.

An open lecture on ‘Anti-Corruption’ was held at the Faculty of Law and Political Science National University of Laos. The lecture was one of ILSTA’s activities to raise public awareness and disseminate information about corruption. On the occasion of International Anti-Corruption Day, ILSTA organised this lecture to stress the importance of anti-corruption.

International Anti-Corruption Day is observed annually, on 9 December, since the adoption of the United Nations Convention Against Corruption (UNCAC) on 31 October 2003 to raise public awareness for anti-corruption.

The Round Table Implementation Meeting is taking place these last two days, November 25 – 26, in Luang Prabang and ILSTA is proudly represented at the meeting in cooperation with the Ministry of Justice.

On 20th-21st of November, the National round of the International Committee of the Red Cross (ICRC) International Humanitarian Law Moot Court competition took place at the FLP.

In the framework of the Inter-University cooperation between the Luxembourg and Lao PDR, the Faculty of Law and Political Science National University of Laos had the pleasure to welcome Pr. Séverine Menétrey from the Faculty of Law, Economics and Finance, University of Luxembourg. Pr. Menétrey, expert in Civil Law Procedure, led a four-day seminar dedicated to law lectures that focusing on “The Right to Fair Trial in Civil Law Cases”. 65 officials from Vientaine capital and provinces participated in a set of training workshops to hone their skills and readiness to become assistant prosecutors on prosecution and combating transnational organised crime.

The Faculty of Law, Economics and Finance – Luxembourg in cooperation with Faculty of Law and Political Science National University of Laos had the pleasure to welcome Dr. Heleen De Geest and Dr. Lawrence Siry to conduct a Moot Court Training at NUOL from the 4th-8th November 2019. Both have a long experience in moot court training at the University of Luxembourg. They led a 4-day course on mooting competition for students of the Faculty of Law who will take part in the Asia Pacific International Humanitarian Law Moot Court Competition.

Workshop on Identifying Human Trafficking was organized on 7th November by ILSTA in cooperation with the Office of Supreme People’s Prosecutor of Lao PDR.

ILSTA in cooperation with the Office of Supreme People’s Prosecutor of Lao PDR organized a training workshop for technical staff who will become assistant prosecutors on prosecution and combating transnational organised crime.

The Faculty of Law, Economics and Finance, University of Luxembourg with Faculty of Law and Political Science, National University of Laos organised a seminar on legal research and methodology. Workshops on ‘Sources of law, ‘How to search on databases?’ and ‘Structure of judgements’ were led by a delegation including Pr. Braum, Dr. Radovic, PhD candidates: Ms. Citeroni and Ms. Jolly. The seminar was attended by 40 participants from the FLP and the National Institute of Justice (NIJ).

ILSTA is honored to support the People Supreme Court in the information dissemination campaign. Through ILSTA information campaign, we seek to actively support and stimulate our partners to get their hands on legal information and knowledge. We are delighted to disseminate 200 copies of the Penal Code to judges and assistant judges.

ILSTA in cooperation with People’s Supreme Court organised a workshop on the Fight Against Corruption in Phonsavanh, Xieng Khouang Province, bringing together representatives of the Provincial Courts of northern provinces, and the State Inspection Authority.

The 2nd Consultation Workshop on the Draft of the Presidential Decree on Administrative Case Proceedings, organized by ILSTA in cooperation with the People’s Supreme Court Lao PDR was held on 8th – 9th October in Phonsavanh, Xieng Khouang province.

ILSTA is glad to actively support the awareness raising campaign in cooperation with AMLIO on the mandatory Lao regulations regarding the possession and transportation of currency.

On the 10th of September ILSTA received the high-level visit of the Minister for Development Cooperation and Humanitarian Affairs, Mme Paulette Lenert, members of Parliament, Mme Lydia Mutsch, Mr Gusty Graas, Mr Sven Clement, the Ambassador of Luxembourg in Lao PDR, Mr Jean-Paul Senninger as well as the Directorate of Development Cooperation of the Ministry of Foreign Affairs of Luxembourg and the head of LuxDev. The visit provided ILSTA the opportunity to present its activities, results and ways forward.

Minister Lenert took part at the official launch of the Lao Penal Code together with H.E Mr Xaysy Sativong, Lao Minister of Justice and H.E Mr Neven Mimica, EU Commissioner for International and Development Cooperation.

The 3 rd regional Conference on ” Strengthening Capacities on Combating Transnational Organized Crime, with a focus on Illicit Narcotics, Human Trafficking and Money Laundering ” took place in Thakhaek, Khammouane province, from 28-30 August 2019, concluding a nationwide series of Conferences.

As part of the nationwide awareness raising campaign conducted by the Anti-Money Laundering Intelligence Office (AMLIO) and the Lao Customs in partnership with ILSTA, informative banners have been installed at the Lao cross border points in order to raise the attention of passengers, travelers on the mandatory Lao regulations regarding the possession and transportation of currency. These stands will be visible at every international entry point of Laos.

ILSTA and 031 in cooperation with the Ministry of Justice conducted a Training of Trainers Workshop for Village Mediation Committees in Bokeo Province. 30 participants came from all 5 districts in Bokeo Province: Houay Xay, Tonpheung, Meung, Phaodom, and Phaktha.

The Institute for Legal Support and Technical Assistance (ILSTA) was honoured on Monday 12th August with a Certificate of Excellence from the Ministry of Justice in Laos. The Certificate of Excellence is in recognition of the support provided by ILSTA in the preparation and organizing of the 18th ASEAN Senior Law Officials Meeting on 9th – 10th October 2018 and the 10th ASEAN Ministers’ Meeting on 12th October 2018 in Vientiane Capital, Laos.

The Workshop on Combating Corruption and Amendment of the Law on Civil Procedure was organized on 7 – 8 August 2019 at the People’s High Court of Southern Part in Pakse, Champasack Province, with the cooperation of the People’s Supreme Court Lao PDR and the Institute for Legal Support and Technical Assistance (ILSTA). The workshop is co-chaired by the Vice President of the People’s Supreme Court- Mr. Khampan Bounphakhom and the President of ILSTA, Mr. Richard Philippart. The objectives of the workshop are to strengthen the understanding and present holistic perspectives on the fight Against Corruption and on the investigation of money and proceeds of corruption laundering.

ILSTA in cooperation with the People’s Supreme Court organised a consultation workshop on the Presidential Decree on Administrative Case Proceedings, on 9-10 of July 2019. Heads of legal departments from all Lao ministries were invited to comment on this important decree.

In the context of the visit of the Lao PDR's Minister of Foreign Affairs to Luxembourg, ILSTA takes the opportunity to reiterate its support for the continuous development of Laos and looks forward to fruitful cooperation.

The Ministry of Justice in cooperation with the Institute for Legal Support and Technical Assistance (ILSTA) held a conference on mutual legal assistance in criminal matters in Vientiane on June 12-13. The conference brought together all relevant national agencies including the Public Prosecutor’s Office, the Ministry of Public Security, the Ministry of Foreign Affairs, the State Inspection Authority and the Bank of Laos.

Ms. Alina Timus, program officer at ILSTA, conducted an open lecture on “Smuggling of Migrants” at Faculty of Law and Political Science National University of Laos on 29 May.

In the framework of the Inter-University Cooperation project between the Grand Duchy of Luxembourg and Lao People’s Democratic Republic, a delegation from the University of Luxembourg visited Vientiane from 21-23 May.

The 2nd University Challenge Quiz took place at the National University of Laos on 5th June. The quiz is jointly organised by ILSTA and the Asian Law Students Association (ALSA) and run entirely in English. Students from all 11 faculties of the National University of Laos are eligible to enter. The atmosphere was lively and filled with enthusiasm of students.

The 28th Commission on Crime and Criminal Justice is being held in Vienna from 20-24th of May, the most important global forum on criminal justice and crime prevention where trends and challenges are presented in the plenary or discussed in one of the multiple side events.

ILSTA’s expert, Mr. Keith Farquharson gave an Open Lecture at the National University of Laos on ”The Criminal Liability of Companies” on the 8th of May. The new provisions on the liability of the legal persons of the New Lao Penal Code, the legal conditions for liability, the principles and options for sanctioning were the core topics of the presentation. All participants showed their analytical skills in solving a case study before taking part in an informative question and answer session. The lecture was attended by students, professors, and legal practitioners.

Following the 2019 National Conference on Strengthening Capacities on Combating Organized Crime with a focus on Illicit Narcotics, Human trafficking and Money laundering, ILSTA is organising a series of follow up conferences in the Northern, Central and Southern part of the country.

ILSTA is happy to know that Mr. Anousone Bounyavong from the Lao Securities Commission is awarded a Scholarship for a Master's in International Relations (in English) at Ritsumeikan University in Kyoto, Japan. Professor Paul Lemmens, a newly appointed judge at the ECHR, gave an Open Lecture at the National University of Laos, on the 22 February, on ‘’The European Court of Human Rights: Organisation, Role and Functions’’.

ILSTA was happy to work hand in hand with the Office of the Supreme People’s Prosecutors for the third edition of the National Conference on Combating Organised Crime, that has taken place over three days at the National Conference Centre in Vientiane from 26-28 February. Senior prosecutors, judges and police from all 17 provinces in Laos as well as invited international experts discussed the challenges faced in combating organised crime.

ILSTA, in cooperation with ສານປະຊາຊົນສູງສຸດແຫ່ງ ສປປ ລາວ The People’s Supreme Court Lao PDR , is supporting training for 90 assistant judges from all 17 provinces of Laos at the Supreme Court’s Institute for Research and Training in Vientiane. The workshop was opened by the Vice President of PSC, Mr. Khampha Sengdara and Mr. Richard Philippart, President of ILSTA.

ILSTA met with H.E. Madame Donica Pottie, Canadian Ambassador to the Lao PDR, and Mr Timothy Edwards, Head the Diplomatic Mission of Canada in Laos to discuss cooperation in AML matters and future interests.

The 70 th Anniversary of the Universal Declaration of Human Rights was the topic of the last Open Lecture of 2018, held on the 26 th of December at the National University of Laos.

On the 12 of December Mr. John Connolly, Director of ILSTA, gave an Open Lecture at the National University of Laos on Digital currencies.

For two days, on Thursday 20th and Friday 21st of December 201, the FLP in cooperation with the University of Luxembourg, welcomed Dr. Basak Baglayan for a series of open lectures on “International Human Rights Law”.

On 7th of December ILSTA’s English for Law Programme Awards Ceremony took place. Over 90 officials, from 7 governmental institutions received certificates for completing the English for law module.

From the 24th of November to 4th of December ILSTA organised, in partnership with People’s Supreme Court and the Institute of Research and Training of PSC, a workshop for court clerks from 13 provinces, on the role of the court clerks in the judicial system.

On the 20th of November, the ILSTA team took part in a workshop in Pakse, Champasak province, in cooperation with OSPP on ‘’The Dissemination of the Law on Civil Servants and the Prevention of Corruption’’.

The ILSTA team was in Pakse, Champasak province, on the 19th of November, for a Workshop organised in partnership with the Office of the Supreme People’s Prosecutor of the Lao PDR, on “Strengthening capacities on monitoring Anti-corruption, Anti-money laundering and Asset recovery”.

ILSTA Laos took part in a high-level conference organized by UNODC and the Lao government, in partnership with international and regional actors, on Transnational Organized Crime in Lao PDR and the Mekong region on 13 and 14 November.

Dr Lawrence Siry, Lecturer at the University College Cork (Ireland) and former researcher at the University of Luxembourg, visited the Faculty of Law and Political Sciences of NuOL (Vientiane) from 5 th to 9 th of November.

Dr. Perrine Simon, Liaison officer for the University of Luxembourg based at the Faculty of Law and Political Sciences of NuOL, Vientiane, gave on the 2 nd of November the first open lecture of the academic year organised by ILSTA at the FLP.

The Office of the Supreme People’s Prosecutor of the Lao PDR and ILSTA organised a workshop on the dissemination of the Law on Civil Servants and the prevention of the corruption in Vang Vieng from 1st to 3rd November.

ILSTA-Luxembourg supported the publishing and dissemination of the 2017 Law on Prosecutors. Training on this important legislation will be carried out nationwide.

A Delegation Group from the Justice Department of Yunnan Province paid a courtesy visit to ILSTA on October 11th. The delegation composed justice department officials as well as members of the Bar Association of Yunnan Province, an organisation which gathers 11 000 lawyers.

Sixty judges from the Supreme Court of Laos took part in a seminar on “Assets and Modern Technologies” from 10 th to 12 th October in Vientiane Capital. The judges came from 8 provinces, namely Udomxay, Bokeo, Luang Namtha and Luang Prabang in the north; Vientiane province, Khammouane, and Bolikhamxay in the centre; and Champasak from the south.

Some of 50 professors from the Faculty of Law and Political Science, National University of Laos were awarded certificates after participating in the three-day seminar on legal research led by Professor Stefan Braum and researchers from the University of Luxembourg.

The State Inspection Authority (SIA) organised an anti-corruption seminar in Bolikhamxay Province for 220 state officials on 23-24 August in Paksan District. Officials came from all districts in the province and included investigators, inspectors and monitoring officials.

ILSTA led a high-level delegation to Luang Prabang from 13 – 16 August to follow up with justice institutions on Conference 2018 . The delegation included former Vice Minister of Justice, Mr Ket Kiettisack, and former Deputy Prosecutor General of Laos, Mr Langsy Sibounheuang. The three-day visit took in the Department of Justice, three courts, the local Bar Association and the Provincial Prosecutor’s Office. During the workshop with the Department of Justice, Mr Ket outlined Laos’ vision of becoming a State governed by the rule of law. Stressing the importance of lawyers in helping to solve problems in society, Mr Ket noted that there is still a lack of understanding among the general public as to the positive role that lawyers can play in society.

On 3 July, senior judges from the Vientiane Provincial Court and Vientiane Province Area Court 1 shared with ILSTA their knowledge and experience in areas of court administration such as evidential integrity, case flow management and information management.

Prosecutors from Vientiane Capital and the provinces of Vientiane, Khammuan, Xiengkhuang, Xaysomboun and Borikhamxay met in Thalat on 2 July for training in countering organised crime and anti-money laundering. Local judges also attended what was the third in a series of workshops covering all of Lao PDR.

On 19 June, ILSTA visited the Champasak Regional Court, the Champasak Provincial Court and Champasak Area Court 1. Senior judges at each of the three courts discussed important practical issues relating to the administration of courts and court cases, such as information management, case flow management and evidential integrity.

In the second of a series of workshops which ILSTA is delivering nationwide, prosecutors from five southern provinces and local judges gathered in Pakse to receive training on countering organised crime and anti-money laundering.

The report from the 2018 Conference on Strengthening Capacities on Combating Transnational Organised Crime in the Lao PDR is now available.

On Wednesday 23rd of May, Dr. Heleen De Geest delivered a presentation as part of the Open Lectures at the Faculty of Law and Political Science under the topic “Who are the players in criminal courtroom?”.

The People’s Supreme Court and the ILSTA held a consultation workshop to review the law on court fees from 2-4 May 2018.

ASEAN member states were welcomed in the conference hosted by the Ministry of Foreign Affairs Thailand and the UNODC under the topic: “ASEAN 2025: Synchronising Economic and Security Agendas.”

The Annual Conference has concluded successfully with a fruitful sharing of information from the representatives of Northern, Central and Southern provinces. This event has marked another great achievement of legal development in Lao PDR.

Apart from the presentations on various topics given, some of the concerned authorities had an opportunity to participate in the round-table discussion. This special session focused on anti-money laundering, specifically the financial investigation and some case studies that allowed participants to share ideas and to work together in groups.

Transnational organised crime conference draws delegates nationwide More than 420 delegates attended a national conference on “Strengthening Capacities on Combating Transnational Organised Crime in Lao PDR”. The conference took place in Vientiane from 27 February to 1 March.

ILSTA was honoured with new year's greetings from the People's Supreme Court. Discussions focused on a comprehensive cooperation programme for 2018. ILSTA is one of the PSC's main counterparts in Lao PDR.

“Defence Rights in Criminal Proceedings” was the topic of an Open Lecture given by Mr Frederik Lamiroy, a Belgian criminal defense lawyer, on 17th January 2018. Mr Lamiroy gave an overview of the legal instruments that ensure the rights of defence are protected. Some articles of Belgian legislation and case studies were also covered in the lecture. The presentation was followed by an interactive question and answer session.

Lao law professionals are honing their legal English skills thanks to a specialised multi-level law curriculum being delivered by the Institute for Legal Support and Technical Assistance.

The Anti Money Laundering Intelligence Office (AMLIO) of the Bank of Laos organised a workshop on Anti Money Laundering and Counter Financing of Terrorism (AML/CFT) at the Institute of Economics and Finance in Vientiane. ILSTA is supporting AMLIO in educating financial institutions, law enforcement officials and the general public on the crime of money laundering and in disseminating Laos’ AML/CFT law which was adopted in February 2015.

A series of training sessions on combating corruption jointly initiated by the State Inspection Authority (SIA) and ILSTA concluded today with a final workshop in Vientiane for inspection officials from five central provinces.

Some 50 inspection officials from 5 southern provinces of Savannakhet, Champsack, Salavane, Sekong and Attapeu took part in a three-day workshop on countering corruption in Champsack Province, which was jointly organised by State Inspection Authority and Institute for Legal Support and Technical Assistance ILSTA and is supported by the Government of Luxembourg.

Sixty officials from the Provincial Prosecutor and Public Security Departments of four Northern provinces are taking part in training on countering organised crime on 25- 28 September in Udomxay Province.

Congratulation to all inspection officials from 8 northern provinces taking part in a training on countering corruption. Bravo for being awarded certificate of participation after a three-day training jointly organised by State Inspection Authority and ILSTA with the support from the Government of Luxembourg.

The State Inspection Authority together with the Institute for Legal Support and Technical Assistance (ILSTA) conducted a workshop sharing international best practices on countering corruption. The workshop running from 20-22 September in Luang Prabang is supported by the Government of Luxembourg and brought together 55 inspection officials from the Northern provinces of Luang Prabang, Bokeo, Luang Namtha, Phongsaly, Oudomxay, Huaphanh, Xiengkhuan, and Sayyabouly as well as officials from the central level in Vientiane.

With the financial support from ILSTA Luxembourg, final consultation and improvement of the draft resolution on administrative case procedure took place last week in Vientiane province in order to ensure its readiness before it will be further submitted to the National Assembly's Standing Committee.

The People’s Supreme Court and Institute for Legal Support and Technical Assistance ILSTA convened an international colloquium on administrative law in order to further the draft resolution on the setting up of an Administrative Court system in Laos.

Yesterday, ILSTA delegation led by President Richard Philippart met with senior officials of State Inspection Authority to discuss potential cooperation and plan of joint activities to combat corruption in Laos to be implemented in near future.

The People’s Supreme Court and Institute for Legal Support and Technical Assistance (ILSTA) brought together some 30 senior legal experts from the People’s Supreme Court, Law Committee of National Assembly, Ministry of Justice, State Inspection Authority, People’s Supreme Prosecutor, Faculty of Law and Political Sciences as well as ILSTA to discuss the draft National Assembly Standing Committee’s Resolution on Administrative Case Procedure in Vientiane Province.

Sixty officials from the Provincial Prosecutor and Public Security Departments of four central provinces are taking part in training on countering organised crime on 4 – 7 July in Vientiane Province.

ILSTA was represented at the twenty-sixth session of the Commission on Crime Prevention and Criminal Justice (CCPCJ), which took place in Vienna from 22-26 May 2017.

The Minister of Justice Mr Xaysi Santivong welcomed Mr Claude Jentgen, Charge d’Affairs of Luxembourg, and a delegation from the University of Luxembourg, the Institute for Legal Support and Technical Assistance (ILSTA), and LuxDev to the Ministry of Justice on 25 May. The Minister thanked Luxembourg for its continued and increasing support to the governance sector in Laos, which has grown substantially through recent cooperation agreements.

Early this week the Faculty of Law and Political Science, National University of Laos (FLP) in cooperation with the Faculty of Law, Economics and Finance University of Luxembourg conducted workshops together in order to strengthen research skills among Lao Faculty members. The Luxembourg delegation included 7 researchers and was led by the Dean of the Faculty Prof. Stefan Braum. Dean of FLP Assoc. Prof. Viengvilay Thiengchanhxay led the Lao researchers. Other institutions such as the National Judicial Institute were also represented during the workshop. A number of presentations and exchanges of views and experiences on how to improve research methodology and skills were made by participants from both the Luxembourg and the Lao side. The workshop was a part of the cooperation agreement between the two Faculties in which ILSTA plays an active part.

The role of the European Union as a global legal and political actor was the theme of an Open Lecture organised at the Faculty of Law and Political Science (FLP) 24 May. The lecture was given by Dr Giovanni Zaccaroni, Faculty of Law, Economics and Finance, University of Luxembourg as a part of the Open Lecture series organised by ILSTA in cooperation with the FLP.

The Supreme Prosecutor’s Office of Lao PDR requested the support of ILSTA in organising training on law enforcement in detention and correction facilities from 9 – 11 th May in Huayxai, the provincial capital of Bokeo Province. While attending the ILSTA Introductory Modules on Organised Crime and Money Laundering: Typologies of Crime, Human Trafficking and Smuggling of Migrants for law enforcement officials from four Northern Provinces: Bokeo, LuangNamtha, Luang Prabang and Sayabouly, Mr Richard Philippart ILSTA President paid a courtesy call to Khamphanh Pheuyavong Bokeo Governor to inform him about the capacity building activity jointly organized by the Supreme People’s Prosecutor and ILSTA in Houayxay District Bokeo Province. Mr Philippart also took opportunity to inform the Governor that Bokeo is one of priority provinces for Luxembourg development cooperation intervention in Laos.

With the support from ILSTA, Mr Souliyanh Lounchantha, Senior Lecturer at the Faculty of Law and Political Science and Head of the Clinical Legal Education Program gave an Open Lecture on Custom and Tax duties for all Lao citizens on 10 May. The lecture was very interactive and well attended as Mr Souliyanh explained the theories behind taxation and custom duties. The presentation gave a good overview of the different taxes, both direct and indirect taxes applied in Laos were covered, and allowed participants to reflect on the reasons behind different forms of taxes. Opportunities and current challenges in the Lao tax system were also covered. Judging from the lively discussion that occurred the lecture was highly appreciated.

The Inspection Office of the National University of Laos organised a three-day consultation workshop on the drafting of an anti-corruption training manual. The workshop was officially opened on 4 th May 2017 by Assoc. Prof.Dr.Oudom Phonkhampheng, Party Inspection President and Vice President of the National University of Laos (NUoL) and attended by a dozen of the manual drafting committee members appointed by NUoL as well as representatives and experts from the State Inspection Authority and the Institute for Legal Support and Technical Assistance (ILSTA), which supported the organisation of this consultation.

Report from the 2016 National Capacity Building Conference to Counter the Threat of Human Trafficking, Smuggling of Migrants and Organised Crime: 2016 Conference Report (Eng)

The International Organization for Migration (IOM) and the US State Department supported a four-day “Training of Trainer” workshop for senior prosecutors in Laos from 13 – 16 of March in Thalat, Vientiane Province. ILSTA delivered an interactive training module on combatting human trafficking on March 15, which reviewed the international and domestic legal provisions available to combat human trafficking and used case studies to explore how the law applies in practice.

An Open Lecture human trafficking was given by Major Khamphane Sayavong of the Anti-human Trafficking Department of the Ministry of Public Security on 15 March 2017. Major Khamphane addressed a number of issues starting with the reasons why so many cases occur in Laos, typical victims and where they end up, methods used by traffickers to deceive and control the victims, the relevant legal provisions as well as who to contact in case coming across cases of human trafficking. The presentation was very interactive and followed by a lively question and answer session.

The Institute for Legal Support and Technical Assistance (ILSTA) was honoured on Friday 10 th March with a Certificate of Excellence from the Office of the Supreme People’s Prosecutor (OSPP) in Laos. Mr Xaysana Khodphouthone, Deputy Prosecutor General of the Lao PDR, presented the award to Mr Richard Philippart, President of ILSTA, in recognition of the support provided by ILSTA as the leading agency in the legal sector in Laos. The presentation took place at a ceremony to mark the official handover of new English Language training facilities at OSPP supported by ILSTA, which will be the focal point for training Lao law professionals across the legal sector.

During the period November 2016 – January 2017 the “Human Trafficking Prevention Trainers”, trained by the FLP Clinical Legal Education Program and ILSTA, visited six different faculties of the National University of Laos. Through interactive sessions which included role plays, games and other activities they taught more than 500 students about the dangers of labour migration and risks of human trafficking. The trainers were accompanied by teachers active in the CLE program and members of the Lao Bar Association. The work on awareness raising will continue during the spring.

The Office of the Supreme People’s Prosecutor together with ILSTA supports awareness raising on human trafficking, smuggling of migrants and anti-money laundering. As OSPP is organising its annual gathering 30 January – 1 February information materials, produced by ILSTA, that will be distributed throughout the country has been handed over.

On 11 January an Open Lecture on Governance in the ASEAN Economic Community (AEC) focusing on challenges and opportunities to leadership and business community. Presenter was Mr. Sivath Sengdouangchanh, Managing Director of Allen & Gledhill, Laos. The lecture, which soon turned into a discussion, focused on the different strategic areas to be addressed when joining the AEC such as the how to make make policies attractive, legal framework, integrated planning, implementation, enforcement and market discipline.

National Capacity Building Conference to Counter the Global Threats of Human Trafficking, Smuggling of Migrants and Organised Crime

Cybercrime is one of the fastest growing forms of transnational crime, with identity-related offences being the most common. Mr John Connolly of ILSTA, at the invitation of the Asian Law Students Association (ALSA), gave an open lecture on some of the key aspects of this issue. The interactive lecture looked at types of cybercrime and how it is carried out, as well as legal measures being enacted in Laos and around the world to combat the growing threat of cybercrime. The lecture outlined how individuals can stay safe online and was followed by group table discussions exploring further some of the key themes.

The Office of the Supreme People’s Prosecutor (OSPP) in partnership with Institute for Legal Support and Technical Assistance (ILSTA) and international partners from Luxembourg and Canada recently staged an inaugural national conference to counter the global threats of human trafficking, smuggling of migrants and organised crime. The conference brought together prosecutors, members of the judiciary and police from all 17 provinces in Laos in order to strengthen cooperation and joint efforts to combat these serious threats to society.

Globalisation has seen an explosion in the volume of transnational organised crime and a major need for international cooperation to combat it. Mr John Connolly, ILSTA, gave an Open Lecture on Mutual Legal Assistance on 6 December. The lecture explored how Mutual Legal Assistance works and how it is being regulated through both bilateral, regional and international agreements. The lecture included practical examples emphasising the current situation in Laos and the increasing need for training of staff at all levels of the legal sector in order to ensure efficient and secure processing of requests.

The Inspection Office of the National University of Laos together with ILSTA organised a three day training session for Inspectors working at all faculties of the National University of Laos (NUoL). Focus were on strengthening the prevention and investigation work to reduce corruption within the education sector. The training included presentations on Anti-Corruption work given by i.a. Vice President of NUoL Assoc. Prof Oudom Phonekhampheng and Mr. Thepphathai Phanka, from the Anti-Corruption Department of the Govenment Inspection Authority. Mr. Erik Häggqvist, ILSTA, gave an overview of international regulation and measures to be taken in order to minimise corruption. Presentations were followed by lively discussions. Among the more than 40 participants were vice deans from all faculties of NUoL.

On 15 November Mr. Erik Häggqvist, ILSTA, gave an Open Lecture on Combat Corruption – Law and other Tools. Effects of corruption were discussed and an international comparison was made. The lecture gave an overview of how corruption is regulated in International Law, the situation within ASEAN and the legal provisions existing in Laos. Participants discussed actual experiences and ways to deal with corrupt practices.

Mr. Sivath Sengdouangchanh, Managing Director of Allen & Gledhill Laos, gave an open lecture on the Lao legal system from a practical point of view at the Faculty of Law and Political Science on 3 November. In his lecture Mr. Sivath covered the development of the legal system in Laos as, its influences from a number of legal traditions and customary law. Mr. Sivath discussed practical aspects when implementing law in Lao society and challenges ahead. The presentation was followed by a question and answer session.

On 1 November ILSTA visited the People’s Supreme Court Training and Research Institute in order to discuss possible ways and areas of cooperation in order to further improve the training of judges in the Lao PDR. ILSTA was welcomed by the Director of the training institute Mr. Sisavanh Luangrath and Vice Director Mr. Phoungeun Chanthanakhone.

On 11 October Mr. Somphone Lakanchanh, founder of SPL Law, held a presentation on operating a Law firm in Laos – opportunities and challenges. A range of topics such as employment law, law on foreign investment, tax law and copyright law were covered during the presentation. At the end participants asked questions about the main challenges a law firm faces, the relationship between client/lawyer and what you need to set up a law firm.

ILSTA continued its series of workshops on human trafficking and related crimes with two days of training in Paksan District, Bolikhamxay Province on 5-6 October. Judges, prosecutors and law professionals from the province as well as selected trainers from the Office of the Supreme People’s Prosecutor attended the workshop. The training presented an in-depth case study on trafficking and examined the international, regional and national instruments in place to counter the trafficking and exploitation of vulnerable people.

A signing ceremony to conclude the cooperation agreement between the Office of the Supreme People’s Prosecutor of the Lao PDR (OSPP) and the Institute for Legal Support and Technical Assistance of the Grand Duchy of Luxembourg (ILSTA) took place in Vientiane 12 September.

The Office of the Supreme Peoples Prosecutor of the Lao PDR and ILSTA met with the Supreme People’s Procuracy of Vietnam of Vietnam to foster joint cooperation and exchange best lessons learned on various security matters.

Madame Bundith Prathoumvanh, Vice President of the Lao Women’s Union and National Assembly Member for Khammouane Province, welcomed ILSTA on a liaison visit. The Lao Women’s Union is an active and important mass organisation with an extensive network covering the entire country from central down to village level. Discussions focused on joint cooperation opportunities, particularly in the areas of combating human trafficking, smuggling of migrants and safe migration.

On July 14th, the People’s Supreme Court of Laos welcomed ILSTA on a liaison visit, to discuss joint cooperation opportunities which will foster capacity building and strengthen transversal coordination.

Reducing illegal migration will reduce trans-border human trafficking. Research demonstrates that illegal migrants are extremely vulnerable and expose themselves to exploitation, with many becoming victims of human trafficking. Smuggling of migrants and human trafficking are distinct concepts which can be interlinked and are often not well understood.

Officials from the Office of the Supreme People’s Prosecutor (OSPP) will receive specialised English for Law training over the next five years.The English for Law Programme comes under the joint work plan between ILSTA and OSPP. Director of Personnel Department of the Supreme People’s Prosecutor Mr. Somboun Latsabouasy said, “This training programme is much needed and timely. Our officials require English language skills more and more these days, particularly as we integrate into the ASEAN Economic Community (AEC) and the global economy under the WTO. English has not only become the global language, but is also the official language of ASEAN. Therefore, as well as requiring a good knowledge of both domestic and international law, our prosecutors must have the ability to communicate in English.“

Ms. Anna Lindén, Legal Advisor and Head of Office, Sciaroni & Associates gave a presentation on the Investment Climate in Laos – Market Access and Restrictions to Foreign Investment on 10 June 2016. The presentation covered the structure of the Lao Investment Promotion Law and Foreign Direct Investment (FDI) in Laos. Restrictions that apply to foreign investors were discussed and a comparison was made to the situation in neighboring countries. The participants asked questions on how to further improve the situation for investors while at the same time ensuring that investments benefit the Lao economy.

Between May 23 rd and 27 th , ILSTA attended the Commission on Crime Prevention and Criminal Justice (CCPCJ) in Vienna. Increasing numbers of young Lao people migrate across the border to Thailand to find work, often putting themselves at risk of becoming victims of human trafficking. On 16 – 17 May, the Institute for Legal Support and Technical Assistance (ILSTA) started the training of 20 CLE students to become Human Trafficking Prevention Trainers . T hese young trainers will regularly reach out with awareness campaigns to the thousands of students at high schools and other universities around Vientiane to inform them about the specific dangers of labour migration and risks of human trafficking. The campaigns will be also introduced in social network activities and will reduce the vulnerability of the Lao youth to human trafficking.

On 27 April ILSTA organised a workshop for prosecutors and judges on the criminal law aspects of human trafficking and smuggling of migrants. The workshop took place in Paksan District, Bolikhamxay Province, and brought together 14 prosecutors, nine judges and 30 law professionals. It is the first in a series of specialised workshops that will focus on the serious crimes of human trafficking and smuggling of migrants. The workshop, delivered by Mr Richard Philippart, gave a comparative analysis of national and international law and included practical case studies on human trafficking. Also in attendance were two experts from the University of Luxembourg, Professor of Criminal Law, Mr Stefan Braum, Dean of the Faculty of Law, Economics and Finance, and Associate Professor of Criminal Law, Ms Silvia Allegrezza.

On 26 April a workshop on research methodology was organised at the Faculty of Law and Political Science, National University of Laos. The workshop targeted teachers and researchers at the Faculty. A number of younger researchers from the Faculty gave presentations and received feedback on their work and their ideas from Prof. Stefan Braum, Dean of the Faculty of Law, Economics and Finance, University of Luxembourg and Associate Prof. Silvia Allegrezza, from the same Faculty. The workshop was the first of its kind under an institutional cooperation that is being established between the two faculties. ILSTA facilitated the workshop.

On 5 April an open lecture on Solving Labor Disputes in Laos were given by Ms. Thipmany Inthavong and Ms. Keophila Anouvong, both lecturers at FLP. The lecture covered the procedures to be applied and the institutions involved in labor disputes as well as an overview of the most common labor disputes occurring in Laos.

On 2 March 2016 an open lecture on the importance of international relations was given at the Faculty of Law and Political Science by by Mr. Saysavanh Phommeviengsay. The lecture included parts on the evolution of international relations, different areas of international relations, the different levels that are in play and Laos foreign policy.

On 11 February Mr. Rupert Haw, managing director of DFDL which is Laos’ oldest and biggest foreign law firm ( http://www.dfdl.com ), gave a presentation on Corporate Law. Mr. Haw presented on why corporations are established, different kinds of corporations, and how they are regulated under Lao Enterprise Law. He further discussed the role and responsibilities of corporate lawyers.

Professor Martin Holland, who is the Director of the National Centre for Research on Europe at the University of Canterbury in New Zealand, and who holds a Jean Monnet Chair, gave an open lecture on “Still a kind of United States of Europe” The EU’s Global Ambitions and Challenges. Professor Holland provided an overview of the development of the EU and its expansion and focused on the challenges that the EU has faced during the last year or so. The presentation was followed by a question and answer session.

In order to share information and enhance exchange within the legal sector an open lecture series will be organised at the Faculty. The lectures are open to all and will consist of presentations of about 1.5 hours. The lectures will be given in L1, located in the Learning Building at the Faculty located in Ban Donnokhoum. Presently the following events are confirmed:

On 19 January an Open Lecture was given on Legal Ethics. The lecture was given by the Dean of the Faculty of Law and Political Science Mr. Viengvilay Thiengchanhxay, Mr. Khamphanh Bounphakhom, Judge at the Civil Law Chambers at the Supreme Court, and Mr. Khampha Vangdouangnapha, Inspector at the National University of Laos. The presenters connected legal ethics to culture, religion, legal philosophy, and to different legal professions that uphold their own codes of conduct.

The regional grouping of ASEAN will become an Economic Community from 2016 hosted by Laos, its only land-locked member. In this lecture on December 22, John Connolly and Alounna Khamhoung explored the history and evolution of the law of the sea up to the signing of the 1982 UN Convention on the Law of the Sea (UNCLOS), and looked at its economic and political relevance to the fast-growing ASEAN region, as well as some of the issues and challenges involved.

Dr. Somdeth Keovongsack who is a lecturer of the Business law department, Faculty of Law and Political Science, National University of Laos did his PhD on Intellectual Property rights. On 8 December he gave a lecture on the Enforcement of Intellectual Property rights in Lao PDR for app. 150 participants. The lecture included an overview of the different rights, legal obligations and enforcement mechanisms in place.

Studies have demonstrated that Human trafficking is often closely tied to illegal migration and smuggling of migrants. 9.2 million persons are estimated to be in forced labour in the Asia-Pacific region. On 27 November, Richard Philippart (ILSTA) gave a lecture about smuggling of migrants and its connection to and elements of distinction with human trafficking.

An Open Lecture on The Rights of the Accused in Criminal Procedure in Lao PDR was given by Dr. Phonesaeng Khounthavyduangchai, who is a lecturer at the Department of Criminal Law, Faculty of Law and Political Science in Vientiane. Dr. Phonesaeng did his PhD on the privilege against self-incrimination: a comparative study between Lao and Thai law, at Thammasat University of Thailand from where he graduated in 2015.

An open lecture on Criminal Liability of Legal Persons in Lao PDR was given by Mr. Bounlieng Vongsamphanh on 6 November 2015. Mr. Bounlieng is a teacher in the Criminal Law Department of the Faculty of Law and Political Science, National University of Laos and wrote about the topic when doing his MA at Thammasat University in Thailand. App. 150 persons attended the lecture.

A delegation of 15 Swedes who have been involved in Swedish development cooperation with Laos during the last forty years visited ILSTA’s office in Laos and were given an update on the situation in the legal sector by ILSTA’s Vice President. The delegation included four former heads of the Swedish Embassy to Laos and the visit was part of a two-week visit to Laos.

In October-November 2015 ILSTA, in cooperation with the EU delegation in Laos, delivered a course focusing on English for International Law to 25 law professionals from Ministry of Foreign Affairs, Ministry of Justice, Ministry of Public Security, National Assembly et al.

A two-day workshop on teaching methodology was given by ILSTA 22-23 October for trainers of the National Institute of Justice (NIJ). Attendants included 25 teachers, both permanent lecturers and guest speakers of the NIJ and focused on learner-centered teaching methodology. NIJ is responsible for training future Judges, Prosecutors and members of the Lao Bar Association.

An Open Lecture on Rule of Law (RoL) was given by Mr. Erik Häggqvist, Director of ILSTA, on 20 October 2015. The lecture provided an overview of the concept Rule of Law. Laos has committed to establish RoL by 2020 – it was discussed what will be needed to achieve this objective. What commitments have been made by Laos through International conventions, the ASEAN charter and the Lao constitution? The lecture also touched on the historical emergence of RoL and different perceptions of RoL.

On 2 July an open lecture on the criminal law aspects of Human trafficking was organised at the Faculty of Law and Political Science in Vientiane. With this workshop, law professors and students got a better understanding through a case-study of the specifics of human trafficking and its differences to other criminal offenses, especially smuggling of migrants. The lecture included a comparative analysis of national and international law. Human trafficking is as a serious challenge in the Greater Mekong region.
