About ILSTA
Legal expertise, practical cooperation and lasting institutional capacity.
Who we are
The Institute for Legal Support and Technical Assistance (ILSTA) is a Luxembourg-registered organisation established by legal professionals with experience in development cooperation, public institutions, academia and the private sector. We work alongside institutions to strengthen the rule of law, access to justice and good governance.
Our development cooperation framework
ILSTA works within the Lao–Luxembourg development cooperation framework and is a core implementing partner of LAO/037, “Enhancing the Rule of Law, Access to Justice and Good Governance” (ROLAG). Our programmes connect governance reform, institutional development and legal assistance with the priorities identified by national partners.
Support from Luxembourg, including the Fonds de lutte contre certaines formes de criminalité, and from the Government of Canada enables specialised assistance on financial integrity, organised crime and institutional capacity. We welcome cooperation with partners who share these objectives.
How we work
Our assistance responds to institutional needs and combines continuing mentoring, practical training, legal drafting, policy dialogue and public awareness. Our “All Agency Approach” brings the relevant institutions together to improve coordination and turn shared knowledge into operational practice.
A regional perspective
Our work in Lao PDR is connected to cooperation across the Mekong region and beyond. Exchanges among prosecutors, financial intelligence units and other authorities help institutions respond to cross-border crime. ILSTA is an official observer to the Asia/Pacific Group on Money Laundering (APG).
