The ASEAN Prosecutors/Attorneys General Meeting (APAGM) brings together the prosecution services of all ASEAN Member States against transnational crime. It grew out of a 2023 consultation in Bang Saen Thailand hosted by the Office of the Attorney General of Thailand and the Bang Saen Initiative. With the Sanur Bali Declaration, APAGM has been a formal ASEAN body under Annex 1 of the ASEAN Charter since 2025.
APAGM focuses on four pillars: transnational security, knowledge exchange, global engagement and capacity building. ILSTA has already organised a number of events with its founding partners, OAG Thailand and the Attorney General's Office of Indonesia. ILSTA's work is supported by Luxembourg's Fonds de lutte contre certaines formes de criminalité.
On 29 September 2026, APAGM held an ancillary meeting at the 15th United Nations Congress on Crime Prevention and Criminal Justice in Abu Dhabi. Its focus was prosecutorial cooperation to fight scam centres in Southeast Asia. The session was supported by UNODC, UNAFEI and ILSTA, with ILSTA's contribution funded by the Fonds de lutte contre certaines formes de criminalité from Luxembourg. The Deputy Attorney General of Indonesia gave the keynote. OAG Thailand moderated a panel with speakers from the ASEAN Secretariat, AGO Indonesia and OAG Thailand.
The panel's key message was that scam centres are part of a wider criminal service economy, including online gambling, laundering networks, underground banking and data suppliers. When one channel is shut down, these networks adapt.
Raids and arrests alone will not dismantle them. Scam centres are businesses, and they survive as long as the money keeps flowing. Freezing, seizing and confiscating the proceeds of crime is therefore essential. Prosecutors need to follow the money across borders, act quickly before assets disappear, and cooperate closely through mutual legal assistance and asset recovery networks. Taking away the profits is what finally breaks the business model behind the scam centres.
The meeting was held in hybrid format, with dozens of prosecution offices from across ASEAN joining online. ILSTA joined from Vientiane.
Throughout the Congress, APAGM also had a dedicated stand in the exhibition hall to raise awareness of the new ASEAN body. It presented APAGM's journey from a regional vision to a formal ASEAN body, its regional cooperation work, and UNODC data on transnational organised crime and narcotics trafficking in Southeast Asia.
