ILSTA supports the consultation on the draft structure of anti-corruption training manual

The Inspection Office of the National University of Laos organised a three-day consultation workshop on the drafting of an anti-corruption training manual. The workshop was officially opened on 4thMay 2017 by Assoc. Prof.Dr.Oudom Phonkhampheng, Party Inspection President and Vice President of the National University of Laos (NUoL) and attended by a dozen of the manual drafting committee members appointed by NUoL as well as representatives and experts from the State Inspection Authority and the Institute for Legal Support and Technical Assistance (ILSTA), which supported the organisation of this consultation.

The aim of this consultation is to allow the committee members to discuss, debate and provide their comments to the proposed structure of the anti-corruption training manual, which will be developed into a training and teaching manual and incorporated into the first-year student curriculum in all faculties of the NUoL.

This initiative follows on from a three-day training session for Inspectors working at all faculties of NUoL, which ILSTA supported in 2016. The training with more than 40 participants focused on strengthening the prevention and investigation work to reduce corruption within the education sector.

Prime Minister Thongloun Sisoulith has recently pledged to crack down on deep-rooted corruption within government agencies in order to avoid further losses in revenue needed for national development and urged all Lao citizens for help in this government effort. Transparency International ranked Laos in 2016 at 123rd out of 176 countries for clear dealings in the public sector. This is an improvement from the 2015 position of 139th.

The assistance to NUoL forms part of a range of initiatives focusing on capacity building in the legal sector addressing topics such as corruption, money laundering, organised crime, human trafficking and people smuggling. ILSTA is supporting the Lao government in its efforts to foster greater transparency and promote the rule of law.
