On 19th and 20th of September, 2019, Mr. Xeuthsack Hiransirisombath, Deputy Attorney General of the Kingdom of Thailand, Ms. Latdavan Sinthurak, Director General of the Department of Legal Aid and Civil Rights Protection of the General Attorney’s Office and Mr. Jumphon Phansamrit, Deputy Director General of International Cooperation of the General Attorney’s Office, took part in a Workshop on “Integration of Rights, Protection and Cooperation, Disseminating Legal Knowledge and Legal Assistance to People of ASEAN in Chiang Rai Province’s Area” with the support of the Institute for Legal Support and Technical Assistance (ILSTA) of Luxemburg and other relevant authorities in the area.
The group participating at the event included officials of the Attorney General’s Office of the Kingdom of Thailand, including the Special Prosecutor’s Office for International Legal Aid and Civil Rights’ Protection, Department of Legal Aid and Civil Rights Protection, jointly with the ASEAN Community Mission Center of the International Cooperation Department and the Local Attorney’s Offices in Chiang Rai Province.
The Project was honorably attended by the delegates of the Union of the Attorney General’s Office of Myanmar – Mr. Thein Tun, Prosecutor of Thachileik Province and Mr. Kyaw Hmway, Prosecutor of Kengtung Province, delegates from the Office of the Supreme People’s Prosecutor of Lao PDR including, Mr. Souphaphone Inthavong, Deputy Head of the People’s Prosecutor of Bokeo Province and Mr. Kongkeo Phongsavan, Head of Zone 1 People’s Prosecutor of Bokeo Province. They shared knowledge on the topic of “Criminal and Civil Laws of the Neighboring Countries that need to be known by People”. The Workshop honorably received many local speakers who joined and provided speeches on legal knowledge, e.g. laws on immigration, nationality, land, family and heritage which are important for daily lives of the people living along the border area.
In addition, the Deputy Attorney General of the Kingdom of Thailand chaired a Discussion Meeting between the delegates of the Office of Attorney General of Thailand, the delegates of the Union Attorney General’s Office of Myanmar (6 people) and the delegates of People’s Prosecutor of Lao PDR (6 people) with 2 delegates of ILSTA that participated as observers, under the title of “Cooperation on Suppression of Transnational Crimes and Provision of Legal Aid to People in Golden Triangle Region”. During the discussion, the delegates of the three parties exchanged the basic understanding about the legal systems and criminal justice processes related to the roles/duties of prosecutors of each country, and they also shared ideas and comments including discussions on ways of cooperation for combatting transnational crimes which may occur in the Golden Triangle Region.
The delegates of Thailand have invited the delegates of Lao PDR and Myanmar to join and observe the presentations, about “Knowledge on Justice Fund”, especially the topics related to the customs system along the border at Mae Sai Customs Point. The delegates of Lao PDR and Myanmar were also invited to join other initiative activities in order to create a stronger “Golden Triangle Lao-Thai-Myanmar Prosecutor Network”.
