Studies have demonstrated that Human trafficking is often closely tied to illegal migration and smuggling of migrants. 9.2 million persons are estimated to be in forced labour in the Asia-Pacific region. On 27 November, Richard Philippart (ILSTA) gave a lecture about smuggling of migrants and its connection to and elements of distinction with human trafficking.
Special attention was given to case-studies, the UN Transnational Organized Crime Convention and its underlying protocols; the Smuggling of Migrants Protocol and the Trafficking in Persons Protocol. During the lecture an analysis was made of the Lao legislation in the field as well as legislation from other ASEAN countries. 138 persons attended the lecture.
