The 2nd Consultation Workshop on the Draft of the Presidential Decree on Administrative Case Proceedings, organized by ILSTA in cooperation with the People’s Supreme Court Lao PDR was held on 8th – 9th October in Phonsavanh, Xieng Khouang province.
Representatives of the northern provinces and members of the Provincial People Assembly, President’s Office, Prime Minister’s office, the Provincial Court and relevant Provincial departments of Xieng Khouang are present at the workshop.
The consultations are co-chaired by Mr. Bounton Chanthaphone, Governor of Xiengkhuang province, Mr. Phetsamone Phanthavong, Deputy Head of the President’s Office, Mr. Khampan Bounphakhom, Vice President of the People’s Supreme Court, Mr Phayvy Syboualypha, Vice Minister of Justice and Mr. John Connolly, Director of the Institute for Legal Support and Technical Assistance.
ILSTA and the People’s Supreme Court Lao PDR organised the second edition of the workshop to follow up to the first consultation workshop in Pakse, Champasak province. The consultations gathered representatives and experts from 9 northern provinces. This time the discussion focused on the scope of the decree and the types of claims in the administrative court committee. With aims to further review and discuss on the draft decree, the nationwide consultation workshop played a crucial role in setting milestones towards the development of the Lao legal system, especially the importance of establishing an administrative jurisdiction in Laos and the legal provisions to regulate the proceedings.We believe that the establishment of a national independent administrative jurisdictions will be an essential milestone towards becoming the state that truly governed by rule of law.
